世界ただ一人の独裁者・ブッシュが始めた戦争に反対する。

　このイラク戦争ほど、アメリカ大統領の凄まじい権力をみせつけたものはない。9・11のNYテロ以来、国際テロリストをめぐって世界の情勢は目まぐるしく変わったが、「アメリカの正義」による国際テロに対する報復が、その中軸にある。そしてイラクはアメリカの正義の天敵として、「悪の枢軸」の一つに挙げられた。

　アメリカ大統領は世界で最も巨大な権力を握る人間である。彼が鷺(さぎ)を鴉(からす)と呼べば鴉となり、黒を白とすれば白となる。大統領をめぐって複雑な政・財界の事情や国際情勢があるとしても、このイラク戦争は、ブッシュが止めようと唱えれば起きなかった戦争であることは確かである。

　国家、宗教、民族等の複雑なイデオロギーの対立を考える必要はない。ブッシュが、この戦争は止めよう、あるいは延期しようと言えば、イギリスやスペインが単独で開戦することはありえなかった。国連決議を経ずに、世界の大多数が反対している戦争を、要するにブッシュ一人がごり押しして、これにイギリスやスペインや、好戦的な勢力が追随して始められた戦争である。

　そもそもブッシュはゴアと争い、再投票によって僅差で大統領になった人物である。決定票となった最後の票数も、果たして信頼できるかどうかわからない。つまり、アメリカ国民の半数が支持しなかった大統領である。

　同時多発テロの実行組織として疑われるアルカイダとイラクを結びつける決定的な証拠はない。また国連査察によっても、イラクが大量破壊兵器を所持していたという明確な証拠は発見されていない。それにもかかわらず、ブッシュは開戦に踏み切った。

　フランス等が主唱した査察期間の延長をねじ伏せて、なぜ早期開戦をしたのか。イラクが延長期間中に大量破壊兵器を横流ししたり、先制攻撃をかけるはずがないではないか。またそんなことをしたら、ブッシュの思う壺にはまる。いくらフセインが血迷っても、そんな愚を冒すはずがない。その期間中は、イラクは身動きできないのである。

　それにもかかわらず、ブッシュは強引に戦争を始めた。もちろん2004年の大統領選を視野に入れての開戦である。それまでにイラクを片付けて、選挙戦を有利に進めたいというブッシュの個人的な事情である。

　仮に、世界の大半が戦争を求めたとしても、ブッシュがノーと言えば、アメリカ抜きでこの戦争はあり得なかった。ブッシュ一人が始めた戦争がなければ、彼我の戦闘員を含む多数の死者は、死なずにすんだのである。ここにアメリカ民主主義の病的な奇形がある。

　いま、世界はアメリカ民主主義という名前の世界最強の独裁者によって操られ、脅かされている。ブッシュは自由国家のコートをまとっているが、フセインやヒトラーやスターリンに勝るとも劣らぬ独裁者である。むしろ民主主義のシュガーコートをかけているだけに怖い。ブッシュにとって多数の人命よりも、選挙の方が重要なのである。

　彼が真にこの戦争を始めた責任を感じているのであれば、次期選挙に立つべきではない。失われた命はもはや償えない。だが、アメリカ大統領と、これを選ぶアメリカ民主主義はこれからも世界を支配する。

■ ENGLISH TRANSLATION

I oppose the war started by Bush,
the one and only dictator in the world.

Before the Iraq war, I have never seen greater power used with more intensity than that of the President of the United States of America. Since the 9-11 terror in New York, the situation in the world concerning international terror groups has drastically changed. The axis of this issue, however, has been America's retaliation against such terror groups in the name of "American justice". Iraq was named one of the "axis of evil" nations - America's natural enemy.

The American president is now the person with the greatest power on earth. If he calls a heron a crow, then it's a crow; if he calls black white, it's white. Despite all of the complications of politics and economics, as well as the international issues he has had to face, it remains true that this war would never have started had Bush not wanted it to.

There is no need to consider ideological feuds between nations, religions, races, and so forth here. If Bush had decided not to go to war, or had recommended that it be postponed, it would never have been possible for England or Spain to commence the war on their own. This war is the result of Bush's stubbornness, and his desire to act without the support of any U.N. resolutions, even though the majority of the world is against the war. England, Spain, and a few other militant nations decided to follow him.

In the 2000 presidential election, Bush won the presidency by a narrow margin over Gore in the Florida recount. The credibility of the final vote count will forever be in doubt, and in any event, half of the population of the country did not vote for him. There is no evidence that links Al-Qyaede with Iraq, or with Saddam Hussein's require. Also, no evidence clearly shows that Iraq possesses weapons of mass destruction. Yet, despite this luck of evidence, Bush decided to go to war.

Why did he start so quickly without listening to the proposals made by France and other nations for an extended inspection period? It would have been impossible for Iraq to redistribute weapons of mass destruction, or to conduct pre-emptive attack during this extended inspection period. The effect of a pre-emptive attack would only have made Bush's plan easier. Saddam Hussein would never have made such mistakes no matter how much control he had lost. Iraq simply could not do anything during the inspection period.

Yet, Bush began the war by force, accompanied, of course, by his desire for re-election in 2004. It is his ambition to defeat Iraq by then and to thus stand a better chance in the next American presidential election.

Even if the majority of the world had agreed with a war, it could not have been started. If Bush had opposed it, it weren't for the war, which Bush began on his own terms, the majority of those individuals killed so far, including his own troops, would still be alive. This demonstrates the morbid, deformed nature of American's democracy.

Today, the world is under the control and terror of the strongest dictator ever the so-called "American Democracy". Under the disguise of the leader of a free nation, Bush is a dictator in no way inferior to Hussein, Hitler, or Stalin. He terrorizes the world, even more because his fascist regime is sugarcoated in the guise of democracy with democracy. For Bush, his election is more important than the lives of many innocent people.

Bush should not run for President in the next election if he feels any real responsibility for the war he started. The lives lost can never be redeemed, but the American President and the American Democracy, which elected him, will continue to control the world unless we stand up to him.

世界最悪最強の独裁者

　フランス、ドイツ、ロシア、またオール世界の反対にもかかわらず、イラク戦争を強行したブッシュは、その開戦理由を変えてきている。当初、イラクは「大量破壊兵器を所有している」という表現を、「大量破壊兵器を所持している疑いがある」という言葉遣い(ワーディング)に変えた。これはまたずいぶん乱暴な話である。

　たとえば隣家が強盗のための凶器を持っていると主張して、隣家に押し込み、勝手に家宅捜索をした結果、凶器が発見されなかったので、凶器を持っていた疑いがあると言い直したようなものである。しかし、こんな乱暴な話があろうか。隣家が凶器を用意している疑いがあるというだけで、オール町内会の反対を押し切って、勝手に隣家に押し入り、乱暴・狼藉を恣(ほしいまま)にして捜索したわけである。

　日本の民主主義はアメリカから移植されたものである。敗戦によって軍国独裁主義が破綻して、アメリカ民主主義が初めて導入された。アメリカ製の民主主義であるが、これが案外、日本の土壌に馴染んで根を下ろしていった。なにせ人間のあらゆる自由を認めない軍国主義の経験があるだけに、日本の民主主義はアメリカ民主主義の弊害を是正し、あらゆる思想の自由を許した。軍国独裁主義の苦い経験を踏まえて、世界初の放射能の灰の上に理想主義的な民主主義のサンプルとして、これを導入した。そんな国は世界で日本一国だけである。

　このたびのイラク戦争によって、アメリカ民主主義はその弊害を最も露(あらわ)にした。民主主義とは本来、一人の指導者の暴走を許さないシステムであるが、イラク戦争によって、ただ一人の人間が戦争を始められることを露呈してしまった。これはブッシュの個人的な戦争であると言っても過言ではない。ブッシュが、この戦争はやめよう、あるいは延期しようと言えば、それに逆らって、イギリスやスペインが独自に開戦を強行することはあり得なかった。アメリカ民主主義は独裁主義の経験を経ていないだけに、民主主義にスポイルされている。

　日本の民主主義のガードマンは憲法、特に第九条であった。九条によって手厚く守られた日本の民主主義は着実に根を下ろしていったが、同時に戦争と独裁主義の記憶が風化するに伴い、その根が揺れてきている。有事法制はせっかく根づきかけた日本民主主義を根こそぎにしようとしている。有事法制化はアメリカ民主主義の病蝕の導入である。このような時期にこそ、軍国主義の経験のある日本は、アメリカ民主主義の弊害に対して警告を発し、これを是正すべき位置にあるのに、その国際的使命と正反対の方向を取っている。

　民主主義とは、本来、ただ一人の暴君の暴走を阻止するために発明された政治システムであるにもかかわらず、アメリカ国民のほぼ半分がその選出に反対したブッシュ大統領一人の権限によって戦争が始められることを実証してしまった。

　米大統領は精一杯在任して、八年後には首をすげ替えられる。だが、その間に核戦争すら起こし得る権力を持っているのである。アメリカがやろうと言えば、すなわちその大統領がやると言えば、どんな暴挙でも実行し得る。歴史上の暴君は、その権力をどんなに振るおうと、一国、あるいはその勢力範囲に留まった。だが、アメリカ大統領の権力は全世界に及ぶ。地球そのものすら損傷し得る権力を、だれも阻止することはできない。

　これでイラクから大量破壊兵器の証拠が発見されなかったならば、ブッシュはどのようにその責任を取るつもりなのであろうか。大量破壊兵器を持っているかもしれないという疑いだけで、ブッシュこそ、大量破壊兵器を用いて一国をめちゃくちゃに荒らしまわり、多数の人間を殺傷した。いま日本は、アメリカ民主主義の成れの果てを教訓として、せっかく根づきかけた理想的な民主主義のサンプルを育てる責任を持っている。

Dear President Bush:

In spite of opposition from the majority of the world including France, Germany, Russia you want to war and are now changing the reason you went to war in the first place. In your original speech you said Iraq had Weapons of Mass Destruction. Now you say `suspected of having Weapons of Mass Destruction`.

This is terrible! You are like Rambo! Do you break into a neighbor’s house just because you think they might have something? Of course not! Do you break into someone’s house when the neighborhood opposed you? Even more `of course not`!

In Japan we learned democracy from The US even though we had a democratic
constitution since 603AD in the Shotoku Taishi Constitution. After the war,
thanks to the effort of the US the terrible Militaristic Dictatorship that destroyed our country was destroyed and we were given a chance for freedom.

The American Democracy that was reborn in Japan grew in our country and took root and especially because of the terrible experience we had of the near complete denial of human rights in many ways grew to be even better than you have in the United States.

The defeat of the Militarist Dictatorship, defeated with the power of an
Atomic Bomb gave birth to a reborn democracy that gave us a new chance. There is no country in the world like Japan now thanks to those efforts.

But the recent war and the way it was waged have caused the very American Democracy we so happily learned to be questioned. Democracy is not to be system in which one person can make decisions and rule is it?

For you, Mr. Bush, this is a personal war. If you had not taken it upon yourself to finish what your father had been unable to Great Britain, Spain and the others in your `coalition` would never have become a part.

I believe that because your country has never gone through the terror of a dictatorship as we have it does not have the depth and strength needed to withstand these times.

Japanese democracy is guarded by our constitution and in particular article 9, but because of your example it has begun to weaken. A new law ressured by your country to enable military troops to be sent from Japan and to be used in emergencies is causing the disease of war to spread from your country to ours.

This is a time when the tables are turned and you need to listen to our advice. Be careful what you do!

As the US President you can stay in power for only eight years but during that time you can start a nuclear war! You have the power to do anything you want!

Throughout history there are always `bullies`, but this time things are very different as the United States is the worlds only `superpower` and here is nobody that can stop what you want to do!

If there are no Weapons of Mass Destruction found in Iraq what will you do? How will you explain what you did as you use that reason to give to the whole world for the war?

Your actions are not only affecting Iraq but the whole world! You are weakening and potentially destroying American Democracy even in Japan by your selfish actions.

憲法九条が三人の命を救った。

　イラクで拉致された三人が無事に釈放された。少し前に拉致されたイタリア人が最悪の結果を迎えただけに、本人、家族をはじめ日本じゅうがほっとした。

　三人がアメリカに貢献するためではなく、イラクのために働いていたとわかったからなどと解説されているが、彼らを救ったものは、憲法九条であることを忘れてはならない。イラクに派遣された自衛隊も、九条があるからこそ、人道的支援の歯止めをかけられているのである。これが九条がなく、アメリカに協力して軍事的支援をしていれば、三人の運命はどう変ったかわからない。

　イラクに派兵するまでに九条は拡大解釈されるようになったが、戦力の不保持と、戦争の永久放棄を誓った、人類の崇高な理想を世界で初めて条文化した日本の憲法が威力を発揮したのである。

　 改定の狙いは九条であるが、「専守防衛」と「必要最小限の戦力」ははずせない。だが、前者は戦えば必敗する、最も効率の悪い戦法であり、後者はこれより少ないのはいけないが、多いのはかまわないという意味である。憲法はどんなに拡大解釈されても、その精神は生きていて、三人を救った。目先の現実に惑わされて、永久の理想を忘れてはならない。
